It seems to me that you may want to start a campaign to elect new officials. As the very least, you need to do something to rile them up enough to make them recognize that they HAVE jobs. They almost sound like they think they are on welfare and can laze around all day. I don't blame you for being so very irritated. I've had a situation like this with our gas company, and you can continue sending letters forever until you hit just the right person, who will then, FINALLY, give you the assistance you need. BUffy
